Strengthening MSME Ecosystems Through Collaborative Learning

With MSMEs contributing close to 30% of India’s GDP and accounting for nearly 45% of the country’s exports, strengthening administrative systems that support enterprise growth remains a national priority. The Raising and Accelerating MSME Performance (RAMP) initiative seeks to reinforce institutional capacity in this direction. Goa Institute of Management hosted a five-day Management Development Programme to advance this objective of RAMP. With Goa and Tripura sharing comparable administrative environments and economic objectives, the programme created meaningful space for cross-state learning and mutual reflection.

The programme brought together senior officials from the Government of Tripura for an immersive learning experience that combined academic insight, administrative dialogue and on ground exposure to Goa’s industrial ecosystem. The aim was to create a platform where participants could observe, reflect and exchange approaches to strengthening MSME development.


Understanding Administrative Approaches to MSME Development

The academic sessions introduced the participants to contemporary thinking in public administration and enterprise support. Discussions on design thinking, behavioural responses in decision-making, and models for MSME digital onboarding encouraged participants to assess policy challenges from new analytical standpoints.

The session on design thinking and behavioural theory was particularly valuable. It helped us rethink how administrative decisions are made and how policies translate on the ground.

These sessions provided a structured foundation for examining the nuances of enterprise facilitation, capacity building, and enabling market access for smaller businesses.

Industrial Exposure and On-Ground Learning

A central highlight of the programme was the exposure visit to the Verna Industrial Estate, one of Goa’s most vibrant industrial hubs housing over 200 MSME units across diverse sectors. During this visit, the delegation also met Mr. Pramod Sulakhe & Mr. Rajesh Prabhu, members of the estate’s executive committee, who shared valuable inputs and provided an overview of the Goa industrial ecosystem, its governance structures, and MSME-led growth dynamics.

Delegates visited Smartlink Network Systems, Powerland Agro Tractor Vehicles, and ZMI Zarhak Moulders, each demonstrating the potential of innovation-driven growth. At Smartlink Network Systems, participants observed how an MSME can leverage R&D and supply chain integration to achieve global market competitiveness. Powerland Agro Tractors showcased its pioneering work in electric mobility for the agri-sector, an example of how technology-led MSMEs are contributing to India’s green transition. The visit to ZMI Zarhak Moulders offered insight into lean manufacturing practices and workforce skilling initiatives that are essential to sustaining quality and productivity in small enterprises.

In Tripura, we follow longer-term land lease structures. In Goa, we saw a more time-bound and performance-driven model. This approach could offer useful guidance for improving land utilisation and encouraging accountable enterprise growth back home.

Delegates also learned about Goa’s MSMEs that have directly benefited from the RAMP framework, especially through digital onboarding, ESG capacity building, and export facilitation initiatives that have improved efficiency and market reach for over 5,000 local enterprises.

Insights from Government and Institutional Interactions

Participants interacted with key ecosystem enablers, including the Department of Industries, Trade & Commerce, Department of Information Technology, and the Goa Chamber of Commerce & Industry (GCCI). These discussions provided an overview of Goa’s coordinated RAMP implementation model, focusing on ease of doing business, startup incubation, and industrial policy innovation.

Delegates also visited the Startup Promotion Cell, Infotech Corporation of Goa, and the Atal Incubation Centre, GIM, where they explored how Goa’s startup policy is fostering entrepreneurship in sectors such as tourism tech, agri-tech, and sustainable manufacturing.

These dialogues reinforced that while industrial contexts differ across states, the foundational challenges ensuring access, adoption, and enterprise continuity remain shared.


A Platform for Shared Growth

Beyond structured learning, informal conversations throughout the programme fostered peer-to-peer insight exchange. Participants identified parallels in entrepreneurship patterns, market linkage constraints, and the need to strengthen local business enablement services.

This programme was not about replicating a model. It was about understanding how certain administrative choices take shape and how we can adapt them thoughtfully in Tripura.

Moving Forward with Shared Purpose

As the delegates return to Tripura, they will inform ongoing MSME development strategies under the RAMP initiative about their learnings from classroom discussions, industrial exposure, and institutional interactions. The programme established a foundation for continued cooperation, opening pathways for future knowledge exchanges and collaborative projects between the two states.

For GIM, the programme reflects its commitment to supporting capacity building within public systems, contributing to contexts where economic growth is shaped by responsive institutions and sustainable development practices.
