GIM Contributes to Lancet India Commission Report on Building a Citizen-Centred Health System in India

India is currently at a critical juncture in its journey toward becoming ‘Viksit Bharat’ by 2047, and at the core of this transformation lies a fundamental necessity: achieving Universal Health Coverage (UHC). On February 6, 2026, Goa Institute of Management became the national stage for this vital conversation, hosting a high-level Policy Dialogue centered on the groundbreaking recommendations of the Lancet Commission on a Citizen-Centred Health System for India.

A Vision Five Years in the Making

The dialogue was anchored in a landmark report released on January 21, 2026, which represents the culmination of five years of rigorous, participatory research. This wasn't just another academic exercise; it was an evidence-driven effort to identify the reforms needed to build an equitable and resilient healthcare system.


Dr. Kheya Melo Furtado, Associate Professor and Chair of GIM’s Centre for Health Systems Design and Management (CHSDM), served as a co-author of this prestigious report. Her collaboration with global experts underscores GIM’s commitment to shaping solutions for India's most complex societal challenges.

The Blueprint for 2047: Key Insights from the Dialogue

The event brought together a "who's who" of health policy, including Prof. Vikram Patel of Harvard Medical School, Dr. Shaheen K. Saiyed from the Government of Goa, and representatives from the World Health Organisation. and health system leaders from across the industry.

The discussions moved beyond diagnosis toward actionable policy pathways:
  • Placing Citizens at the Center: Prof. Vikram Patel articulated a vision for UHC that prioritizes preventive care, reduces out-of-pocket expenditure, and leverages digital public infrastructure for transparency.

  • Strengthening the Public Sector: Panelists emphasized the need to increase government health spending while improving efficiency through better provider payments and meaningful citizen participation.
  • Aligning the Private Sector: A key focus was placed on moving away from fragmented care by aligning private sector incentives with UHC goals, supported by regulated competition and the Ayushman Bharat Digital Mission (ABDM).
  • A Learning Health System: Experts called for a "solution-driven" approach, encouraging peer exchange between states and transparent data sharing to address systemic inequities.

    During her special address, Dr. Shaheen K. Saiyed reflected on Goa’s own advancements toward UHC. She envisioned a future where healthcare in the state is equitable, accessible, and sustainable, aligning perfectly with national priorities from health promotion to palliative care.

    GIM’s Role in Shaping the Future


    Through the post-graduate Healthcare Management program (HCM) and research initiatives of the CHSDM, GIM is preparing the next generation of leaders to manage and strengthen India’s health delivery systems. As Dr. Furtado noted during the event, there is no "one-size-fits-all" path for a country as diverse as India; rather, we must provide evidence-based ideas that local governments can adapt through continuous experimentation.
