Profile & History

Parameswaran N is a seasoned professional with over 36 years of distinguished service in the Indian Telecom Service (ITS), having held senior positions in the Department of Telecommunications (DoT), Telecom Regulatory Authority of India (TRAI), and MTNL. He retired as Additional Secretary to the Government of India and currently serves as a Professor of Practice in the area of General Management and Public Policy.

He played a key role in the liberalization and transformation of the Telecom, IT and Broadcasting sectors in India and was instrumental in shaping national policy and regulatory frameworks. He also served as the Founding CEO of the Information and Communication Technologies Authority (ICTA) of Mauritius, where he led the opening of the Telecom and IT services market.

As Advisor to the Ministry of Education, he was deeply involved in the formulation and implementation of the National Education Policy (NEP) 2020. His contributions include the development and execution of major national digital initiatives such as SWAYAM, SWAYAMPRABHA DTH educational channels, the National Digital Library (NDL), Virtual Labs, and e-Yantra in collaboration with IITs.

Mr. Parameswaran has extensive experience in academic training and capacity building. He served for 10 years as faculty at the Advanced Level Telecom Training Centre (ALTTC), Ghaziabad, and was a visiting faculty member at IMT Ghaziabad. He has delivered lectures at institutions such as O.P. Jindal Global University, the National Law University, and various central and state universities.

Internationally, he has worked as a capacity-building expert with organizations such as the United Nations Development Programme (UNDP), the International Telecommunication Union (ITU), and the World Bank, conducting training programs in countries including Africa, Brazil, Bangladesh, and Nepal. He has represented India in several global forums and conferences, often chairing sessions and presenting policy/technical papers.

He has also served as a Director on the boards of major telecom companies such as Tata Communications Ltd. (TCL), Tamilnadu Telecommunications Ltd. (TTL), and Hindustan Teleprinters Ltd. (HTL).

Over the course of his career, he has received numerous National and International awards in recognition of his contributions. Notably, he was promoted to the Junior Administrative Grade by the Union Public Service Commission (UPSC), superseding over 50 officers.
